Number one factor: a cheap voice plan, no roaming charges, free in-network calls, tolerable tower coverage.
First would be fair pricing, and second would be how open they are about 3rd party apps (ie. some companies won’t allow you to install something on your phone unless they provide it and charged you out the nose for it)

For me it’s 3G and hack-ability ( Use imported, unlocked handsets on network ), so I ended up with the SIM card from the AT&T GoPhone, bought for 12 bucks at the WalMart.
I can personally confirm the SIM card in the cheap little GoPhone, installed into an unlocked Nokia N95-3 or RAZR V3XX, works great and is really fast.
ATT’s unlimited HSDPA Pay As You GO is just $20 a month.
1) 3G data price
… that’s about it.
voice plan w/ free incoming calls/SMS… something that’s de facto in many Asian and European countries.
then unlimited data plan… and of course, a cheap price…

increasingly, for me at least, it’s about what I can make my phone do for me - especially in terms of how I can get my phone to work with my computer. Carrier locked phones are huge hassles because they limit what you can and can’t do with your phone at the most basic level.
Give me a phone/phone service that meets the basic requirements (good coverage, good data speeds, acceptable rates and gives me the freedom to use my device as I please) and I’m happy.
